Formation
Explanation
〜なければなりません means that something must be done because of a rule, a promise or the situation: "must / have to." There are two negatives (〜ない and なりません), but the meaning is not negative: 行かなければなりません means "I have to go." It can describe your own duties as well as general rules. To make it, change ない of the ない-form to なければ and add なりません.
Examples

Notes
In casual talk it shortens to 〜なきゃ or 〜なくちゃ. To say there is no need to do something, use 〜なくてもいいです.

Answer and explanation
Answer: 1
A invites B to watch a movie tonight, and B answers "Sorry. I have a test tomorrow. I have to study tonight." A necessity is expressed with 〜なければなりません. 〜てはいけません is a prohibition, 〜ないでください is a request to the listener, and 〜ませんでした is past, so none of them fits.
