Explanation

There are two uses. (1) Something inevitably produces an effect on people or a situation, often with causative verbs or verbs like 呼ぶ and もたらす: 感動させずにはおかない (cannot fail to move people). (2) The speaker's strong determination to do something: 真相を明らかにせずにはおかない (I will get to the bottom of this). Both are formal, written style.

Examples

この映画えいがの結末けつまつは、見みる人ひとを 感動かんどうさせずにはおかない。

The ending of this film cannot fail to move its viewers.
彼女かのじょの率直そっちょくな発言はつげんは、会議かいぎで議論ぎろんを 呼よばずにはおかないだろう。

Her frank remarks are bound to spark debate at the meeting.
新あたらしい制度せいどは、働はたらき方かたに大おおきな変化へんかを もたらさずにはおかない。

The new system will inevitably bring big changes to the way people work.
今度こんどこそ、ミスの原因げんいんを 突つき止とめずにはおかない。

Notes

Do not confuse it with 〜ずにはすまない (be obliged to ~ by circumstances). Use (1) usually describes the effect on others, not the speaker's own feelings.
