There are two uses. (1) Something inevitably produces an effect on people or a situation, often with causative verbs or verbs like 呼ぶ and もたらす: 感動させずにはおかない (cannot fail to move people). (2) The speaker's strong determination to do something: 真相を明らかにせずにはおかない (I will get to the bottom of this). Both are formal, written style.

この映画の結末は、見る人を 感動させずにはおかない。
The ending of this film cannot fail to move its viewers.
彼女の率直な発言は、会議で議論を 呼ばずにはおかないだろう。
Her frank remarks are bound to spark debate at the meeting.
新しい制度は、働き方に大きな変化を もたらさずにはおかない。
The new system will inevitably bring big changes to the way people work.
今度こそ、ミスの原因を 突き止めずにはおかない。
This time I will find the cause of the mistake, no matter what.
注意
Do not confuse it with 〜ずにはすまない (be obliged to ~ by circumstances). Use (1) usually describes the effect on others, not the speaker's own feelings.
