Explicación
てもかまわない means it's no problem if ~. It is used to give or ask for permission, much like てもいい but a little more formal. なくてもかまわない means you don't have to. It can also show that the speaker accepts something: I don't mind if it's small.

Notas
The polite form is てもかまいません. To ask a superior for permission, てもよろしいですか is more polite.
