There are two uses. (1) It marks a means or method, a formal version of で, as in 書面をもって (in writing). (2) With a time noun, it marks the point at which something ends or begins, as in 本日をもって終了. Use (2) is common in formal announcements and speeches; をもちまして is even more polite.

She graduated from university with excellent grades.
本日の営業は午後八時 をもって 終了いたします。

注意
Use (1) is formal, so for everyday means like a bus, use で. Use (2) is close to を限りに, but をもって can also mark a starting point, as in 4月1日をもって施行.
