Explicação
Hearsay そうだ passes on information you heard from someone or learned from the news or a book, without adding your own opinion. The source is often given with 〜によると or 〜の話では. It attaches to the plain form, so na-adjectives and nouns keep だ.

Observações
そうだ itself is not made past or negative (not そうでした). Put the past or negative in the part before it: 降らないそうです, 降ったそうです. Do not confuse it with 降りそうだ (looks like it will rain).
