Explicação
らしい has two uses. (1) Apparently: a conclusion based on something heard or read (apparently a new café will open). The information feels more secondhand than with ようだ. (2) After a noun: typical of, having the real qualities of (spring-like weather, child-like). In use (2) it conjugates like an i-adjective: らしく, らしくない.

Observações
春のような天気 is weather like spring even though it isn't spring; 春らしい天気 is weather that shows the typical qualities of spring. 〜らしくない means unlike the usual ~.
