Explicação
It means "it does not matter whether A or B." It follows nouns that include differences (age, weather, gender, whether one has experience) or pairs of opposites such as するしない or 多い少ない. It is common in notices, rules and explanations. It is also written 関わらず.

Observações
Do not confuse it with にもかかわらず (although). 雨にかかわらず means "rain or not", while 雨にもかかわらず means "even though it was raining".
