解說
It means "it does not matter whether A or B." It follows nouns that include differences (age, weather, gender, whether one has experience) or pairs of opposites such as するしない or 多い少ない. It is common in notices, rules and explanations. It is also written 関わらず.
例句
この試験は、年齢にかかわらず、だれでも受けられます。
Anyone can take this exam, regardless of age.
参加するしないにかかわらず、来週までに返事をください。
Whether or not you will take part, please reply by next week.
天候にかかわらず、試合は予定どおり行われます。
The game will be held as planned, whatever the weather.
量が多い少ないにかかわらず、送料は同じです。

注意
Do not confuse it with にもかかわらず (although). 雨にかかわらず means "rain or not", while 雨にもかかわらず means "even though it was raining".
