They are used with a verb (九時から 五時まで 働きます, I work from nine to five) or directly before です (九時から 五時までです). You can use から alone or まで alone. Do not add the time particle に (✕ 九時にから).

R2佐藤さんは 今日 何時に 起きましたか。
Answer: 2 午前 十一時
At the end, Sato-san says 今日は 午前十一時まで 寝ました (Today I slept until 11 a.m.), so Sato-san got up at about 11 a.m. 1 p.m. is when today's work starts.
1学校は 九時に ( )。三時に 終わります。
Answer: 1 始まります
"School ( ) at nine. It ends at three." The pair to 終わります (ends) is 始まります (starts). 休みます, 働きます and 寝ます do not fit with 学校は as the subject.
2仕事は 九時( ) 五時までです。
Answer: 3 から
"Work is from nine to five." から〜まで shows a start and an end. Since 五時まで comes after, 九時 takes から.
3昨日は 仕事を ( )。一日 家で 寝ました。
Answer: 4 休みました
"Yesterday I ( ) work. I slept at home all day." 仕事を 休みました means "took the day off from work." 働きました does not match sleeping all day, and 始まる and 終わる do not take を.
4A:昨日、働きましたか。 B:いいえ、( )。
Answer: 2 働きませんでした
A asks "Did you work yesterday?" B says いいえ (no), so the past negative 働きませんでした is correct. 働きません is for the present or future, and 働きました does not match いいえ.
5朝 九時は 午前 九時です。夜 九時は ( ) 九時です。
Answer: 3 午後
"Nine in the morning is 9 a.m. Nine at night is ( ) nine." Before noon is 午前 (a.m.) and after noon is 午後 (p.m.), so nine at night is 午後九時.
6午前 十時から 午後 二時( ) 図書館で 勉強しました。
Answer: 1 まで
"I studied at the library from 10 a.m. ( ) 2 p.m." 十時から goes together with まで (until). に marks only one point in time, not the end of a period.
7A:昨日、何を しましたか。 B:駅で 友だちと ( )。
Answer: 4 会いました
A asks "What did you do yesterday?" B answers in the polite past: 会いました (I met my friend at the station). 会います and 会いません are present or future, and 会う is not polite.
8午後 三時に 終わります。
Answer: 2 ごご
午後 is read ごご (p.m.). The sentence means "It ends at 3 p.m." ごぜん is the reading of 午前 (a.m.).
