Formation
- V意向形 + と思う
- V意向形 + と思っている
Explanation
Volitional form + と思う tells what the speaker has decided or is planning to do. It sounds more decided than 〜たいです, which is only a wish. 〜ようと思います can express a decision made just now. 〜ようと思っています shows an intention the speaker has had for some time and still has. To talk about another person's intention, use 〜ようと思っています.

Notes
行くと思います means 'I think (someone) will go', a guess, not an intention. To state an intention with と思う, use the volitional form: 行こうと思います.
