Explanation
This partly denies something the listener might assume: "That doesn't mean ~ / It's not that ~." It does not deny everything; it means "not all / not always / not necessarily." It is often followed by the real reason or situation: 〜わけではないが、…

Notes
In casual speech it becomes わけじゃない. Don't confuse it with わけがない ("there's no way ~"). It often appears with 全部, いつも, or 必ず.
