Explicação
Use this to advise someone what they should or should not do. For 'should do', the ta-form is usual; for 'should not do', use the nai-form. It is quite direct, so people often add と思います to make it sound softer.

You have a fever, so you'd better rest today.

It's dangerous at night, so you'd better not walk alone.
Observações
For negative advice use the nai-form: 歩かないほうがいい, not 歩かなかったほうがいい. It can sound too strong when said to a teacher or other superior.
