Explicação
This means "it sometimes happens that ~" (not always, but now and then). It is used for habits and things that happen occasionally, often with 時々 or たまに. It follows the dictionary form or the ない form of a verb, and also adjectives. Be careful: with the た form, 〜たことがある means past experience ("have done ~"), which is a different pattern.

Observações
北海道に行ったことがある is about experience ("I have been to Hokkaido"), but 北海道に行くことがある means "I sometimes go to Hokkaido." The negative 〜ことはない is covered in the next item.
