Explicação
A とあれば B means 'if A is the case (or if it is for A), then B.' It is often used as in 子どものためとあれば (if it's for my child) or 必要とあれば (if necessary), and B usually shows the speaker's willingness to do something difficult or unusual. It is not used for simple time conditions or natural results. It is a formal expression.

Observações
B is not a guess or a description of a current state. とあって gives a real reason ('because of the special situation'), while とあれば is a hypothetical condition.
