even supposing that ~; even if ~ were true
としても means even if we suppose ~ is true, the result does not change. It is used for things that are unknown or unlikely, imagined as a hypothesis. It is similar to ても but stresses the supposition more. It can be used with たとえ or もし.
今からタクシーに乗ったとしても、会議には間に合わないだろう。
Even if I took a taxi now, I probably wouldn't make it to the meeting.
宝くじが当たったとしても、仕事は続けるつもりだ。
Even if I won the lottery, I would keep working.
it's fine if ~; you may ~
てもかまわない means it's no problem if ~. It is used to give or ask for permission, much like てもいい but a little more formal. なくてもかまわない means you don't have to. It can also show that the speaker accepts something: I don't mind if it's small.
ここで写真を撮ってもかまいませんか。
Is it all right if I take photos here?
部屋は狭くてもかまわないので、安いところを探しています。
I don't mind if the room is small, so I'm looking for a cheap place.
