Over ~; concerning ~ (debate, dispute, conflict)
Shows that various opinions, debates, conflicts, or disputes arise around a certain issue or thing. The verb that follows involves several people, such as 議論する, 意見が分かれる, 対立する, or 争う. It is common in news reports. Before a noun it becomes をめぐる.
新しい駅の場所をめぐって、住民の意見が分かれている。
Residents are divided over the location of the new station.
会議では、来年の予算をめぐって激しい議論が続いた。
At the meeting, there was a heated debate over next year's budget.
Based on ~ (as source material or a hint)
Shows that something new is made, written, considered, or decided using some material, experience, or story as a source or hint. It is followed by verbs that create something, such as 作る, 書く, 考える, or 決める. Because it is source material, the result may differ freely from the original. Before a noun it becomes をもとにした.
この映画は、実際にあった話をもとに作られた。
This movie was based on a true story.
アンケートの結果をもとにして、新しいメニューを考えた。
We came up with a new menu based on the survey results.
駅前の再開発をめぐって、住民の意見が分かれている。Residents are divided over the redevelopment of the area in front of the station.
市の計画では、古い商店街の一部をなくし、大きな駐車場を作り、ビルを建てる予定だ。Under the city's plan, part of the old shopping street will be removed to make a large parking lot and put up a building.
先月の説明会では、この開発に賛成する人と反対する人の間で、二時間以上議論が続いた。At last month's briefing, the debate between those for and against this development went on for more than two hours.
賛成する人は、「駅前が便利になれば、若い人も町に来るはずだ」と話す。Those in favor say, 'If the station area becomes more convenient, young people should come to the town too.'
一方、反対する人は、「昔からの店がなくなると、町らしさも消えてしまう」と心配している。On the other hand, those against it worry that 'if the old shops disappear, the town's character will disappear too.'
そこで本紙は、市が行ったアンケート調査の資料をもとに、住民の声を詳しく見てみた。So this paper took a closer look at residents' views, based on the data from a questionnaire survey the city carried out.
調査には約千二百人が答えており、賛成と反対はほぼ半分ずつだった。About 1,200 people answered the survey, and they were split almost half and half between for and against.
ところが、「駅前にいちばんほしいもの」という質問では、賛成の人も反対の人も、一位は同じだった。However, to the question 'What do you want most in the station area?', both those for and those against gave the same top answer.
それは、駐車場でも新しい店でもなく、「座って休めるベンチ」である。It was neither a parking lot nor new shops, but 'benches where you can sit and rest.'
意見が対立しているように見えても、住民が望む駅前の姿には、同じ部分もあるようだ。Even though opinions seem divided, the station area that residents hope for appears to have some common ground.
市は来月、この結果をもとに計画を見直すという。The city says it will review the plan next month based on these results.

This drama was made based on a true story. 〜をもとに shows the source material something is made from. をめぐって is for a disputed topic, を通じて for a means or period, and にあたって for preparation, so they do not fit.

Based on the survey results, I thought of ideas for a new product. The results are the material for the ideas, so をもとに fits. をめぐって needs a disagreement, and the others do not make sense.

賛成 is read さんせい (agreement). The sentence means 'I am in favor of this plan.'

ちょうさ is written 調査 (survey). The sentence means 'I investigate changes in the town's population.' Be careful with 差 (same sound) and the look-alikes 周 and 香.
