해설
There are two uses. (1) Hearsay: you pass on information you heard from someone or learned from the news, often with 〜によると or 〜の話では. It is a little more formal than 〜そうだ. (2) Conclusion: you sum up what something means, "in other words, ~," often with つまり or じゃあ.

天気予報によると、明日は雪が 降るということだ。
According to the weather forecast, it's going to snow tomorrow.
先生の話では、来週の授業は 休みだということです。
According to the teacher, there will be no class next week.
店の電気が消えている。つまり、もう 閉まったということだ。
The lights in the shop are off. That means it has already closed.

B「じゃあ、二時間も かかるということですね。」A: "The meeting is from three to five." B: "So that means it will take two whole hours."
주의
In use (1), な-adjectives and nouns usually take だ (休みだということだ). In use (2), だ is sometimes dropped (つまり、合格ということだ). In casual speech, 〜って is also common.
