Explanation
It means "~ is obvious, and something else is also true." The first noun is the obvious case, and the second part adds something wider or less expected, often with も or まで. It means the same as 〜はもちろん but is more formal and written.

This festival attracts many tourists from abroad, not to mention local people.
彼女は英語はもとより、フランス語も話せる。
She speaks French, to say nothing of English.

Notes
It basically follows a noun. The adverb もとより can also mean "from the start", so learn the set form 〜はもとより、〜も.
