Explanation
Used when starting something important, such as opening a shop, studying abroad, or a new year: "when / in preparation for ~." What follows is often preparation, resolve, or a greeting. It is formal; にあたり is also used in writing. It is close to に際して, but にあたって has a forward-looking feeling of getting ready for what is about to begin.
Examples
新しい店を開くにあたって、近所の人たちの意見を聞いた。
In preparation for opening the new shop, we asked people in the neighborhood for their opinions.
試験を始めるにあたって、注意点を説明します。
Before we begin the exam, I will explain some points to be careful about.
留学にあたって、まず現地の言葉を勉強し始めた。
To prepare for studying abroad, I first started learning the local language.
新年を迎えるにあたり、一言ご挨拶申し上げます。
As we welcome the new year, allow me to say a few words.
Notes
It is not used for natural or accidental events (×駅に着くにあたって雨が降り出した). The second part is usually an intentional action.
