解說
Expresses regret about something you did not do: it would have been good to do it. ~なければよかった is regret about something you did do. Adding のに at the end makes the regret or disappointment stronger. Said about another person, ~ばよかったのに sounds like mild criticism or 'too bad you didn't'.

~たらよかった means almost the same. Do not confuse it with ~てよかった, which means 'I'm glad I did ~', the opposite feeling.
