Expresses regret about something you did not do: it would have been good to do it. ~なければよかった is regret about something you did do. Adding のに at the end makes the regret or disappointment stronger. Said about another person, ~ばよかったのに sounds like mild criticism or 'too bad you didn't'.
もっと早く家を 出ればよかった。
I should have left home earlier.
あんなことを 言わなければよかった。
I wish I hadn't said that.
What was it again? (checking a half-remembered fact)
Used to check something you once knew but have forgotten, asking another person or yourself. It is casual spoken Japanese; with superiors use 〜でしたっけ or 〜ましたっけ. A second use, often with よく〜たっけ, is fondly remembering the past.
