Must not ~ (formal written prohibition)
This is the negative of the classical auxiliary べし and expresses a strong prohibition. べからず ends a sentence and appears on signs, notices and mottos. べからざる comes before a noun and means "which must not / cannot be ~", as in 許すべからざる行為 (an unforgivable act) or 欠くべからざる存在 (an indispensable thing). Both are stiff written forms and are not used in everyday conversation.

Cannot help feeling ~; cannot suppress ~
Used when an emotion such as anger, surprise, sympathy or tears wells up in response to something and the speaker cannot hold it back. It literally means "cannot forbid (the feeling)". It is a formal, written expression, preceded by a noun of emotion, and usually describes the speaker's own feelings.
