Extremely ~ (usually negative)
Attached to the stem of a na-adjective, it is a written expression meaning 'as ~ as can be'. 極まりない looks negative but means the same as 極まる. It is mostly used with negative words such as 失礼, 危険, 迷惑, 退屈 and shows strong criticism. 感極まる is a set phrase meaning to be overcome with emotion.
運転中にスマートフォンを見るのは 危険極まりない。
Looking at a smartphone while driving is extremely dangerous.
客の質問に返事もしないとは、失礼極まる態度だ。
Not even answering a customer's question is an utterly rude attitude.
The utmost ~ (formal expression of feeling)
Attached to a limited set of nouns such as 光栄, 恐縮, 感激 and 赤面, it expresses the highest degree of that feeling. It is very formal and used in speeches, greetings and letters about one's own feelings. 若気の至り is a set phrase meaning a mistake made because one was young and inexperienced.
このような賞をいただき、光栄の至りです。
It is the greatest honor to receive such an award.
先生にわざわざお越しいただき、恐縮の至りです。
I am deeply grateful that you took the trouble to come, Professor.
