Of all times/people; only ~ (limited to)
There are three main uses. (1) With 時 or 日, it complains that something bad happens at exactly that time. (2) In "Person + に限って + negative," it shows trust that this person, of all people, would not do something. (3) に限り means "only, limited to" and is common in formal notices and announcements.
急いでいる 時に限って、バスがなかなか来ない。
Just when I'm in a hurry, the bus takes forever to come.
傘を持ってこなかった 日に限って、雨が降る。
It always rains on the very day I don't bring an umbrella.
Not only ~ (but also others)
This means "not only N, but others too." It follows a noun, and the second part often contains も, だれでも or どなたでも. It shows that something is not limited to one case but applies more widely. It is a little more formal than だけでなく.
この公園は、週末 に限らず、平日も家族連れでにぎわう。
This park is busy with families not only on weekends but on weekdays too.
日本料理は、日本人 に限らず、世界中の人に人気がある。
Japanese food is popular not only with Japanese people but with people all over the world.
店内放送お知らせいたします。本日に限り、会員の方は全品二割引となります。Attention, please. Today only, members get 20% off all items.

限定 is read げんてい. 限 is voiced (げん) but 定 is not (てい). The sentence means: This sweater is a members-only product.

အဖြေ: 1 値上がり
ねあがり is written 値上がり. 値 is the character in 値段 (price). 植 and 直 look similar and 価 has a similar meaning, but none is read ね. The sentence means: Vegetable prices keep rising.
