ရှင်းလင်းချက်
There are three main uses. (1) With 時 or 日, it complains that something bad happens at exactly that time. (2) In "Person + に限って + negative," it shows trust that this person, of all people, would not do something. (3) に限り means "only, limited to" and is common in formal notices and announcements.

Just when I'm in a hurry, the bus takes forever to come.

It always rains on the very day I don't bring an umbrella.

Tanaka, of all people, is so serious that he couldn't possibly forget a promise.
本日に限り、すべての商品が半額です。
Today only, all items are half price.

に限って in uses 1 and 2 is common in speech, while に限り in use 3 sounds formal and written. Be careful not to confuse it with に限らず, which means "not only."
