A transitive verb says that someone does something to an object, marked with を (私はドアを開けます, I open the door). An intransitive verb says that something happens or changes; the thing that changes is marked with が (ドアが開きます, The door opens). Japanese has many such pairs: Intransitive verb + ています describes the state after the change (電気がついています, The light is on).

There is no single rule for the forms of the pairs, so learn them one by one. As a hint, in a pair the verb ending in -aru (閉まる, 始まる, 止まる) is usually intransitive, and the verb ending in -su (消す, 出す, 落とす) is usually transitive.

Quiz
"It's cold, isn't it? Shall I close the window?" Because of 窓を, the transitive verb 閉める is needed: 閉めましょうか. 閉まる is intransitive and is used with が, as in 窓が 閉まる, so the other three choices do not fit を.
"Huh? Nobody is in the room, but the light is on." Because of 電気が, the intransitive verb つく is needed. ついて います describes the state after the light came on. つける is transitive and takes を: 電気を つける.
"The clock has stopped. I want a new one." 止まる is intransitive, so the thing that stopped (時計) is marked with が. を is used with the transitive verb 止める, as in 時計を 止めます.
