ရှင်းလင်းချက်

Means "no matter how N is"; what follows does not change. Common phrases are 理由のいかんにかかわらず and 結果のいかんにかかわらず. It is very formal and appears in notices, rules, and contracts. いかんによらず and いかんを問わず mean almost the same.

မှတ်ချက်

いかんで means "changes depending on ~," while いかんにかかわらず means "does not change regardless of ~"; they are opposites.
