By means of ~; as of ~ (formal)
There are two uses. (1) It marks a means or method, a formal version of で, as in 書面をもって (in writing). (2) With a time noun, it marks the point at which something ends or begins, as in 本日をもって終了. Use (2) is common in formal announcements and speeches; をもちまして is even more polite.
試験の結果は、書面 をもって お知らせします。
We will notify you of the exam results in writing.
彼女は優れた成績 をもって 大学を卒業した。
She graduated from university with excellent grades.
At most ~; about ~ (not much)
N といったところだ is the speaker's estimate that something is roughly N and no more. It often follows a quantity and is used with words like せいぜい or まだ. It suggests that the amount or level is not very high, so it is not used to emphasize a large number. In conversation you also hear といったところかな and といったところです.
この町の人口は、せいぜい三千人 といったところだ。
This town's population is three thousand at most.
毎日忙しくて、睡眠時間は五時間 といったところです。
I'm busy every day, so I get about five hours of sleep.
小林課長本日の報告をもって、半年間続けてきた「朝ごはんプロジェクト」を締めくくりたいと思います。With today's report, I would like to wrap up the Breakfast Project we have run for the past six months.
田中まず、利用者数の推移です。最初の月は一日二十人ほどでしたが、最後の月は百人を超えました。First, the trend in the number of users. In the first month it was about 20 people a day, but in the last month it went over 100.
リンただ、売り上げは目標に届かず、達成度は七割といったところです。However, sales did not reach the target; we achieved roughly 70 percent of it.

The sentence means "If you talk with sincerity, the other person will surely understand." Here をもって shows the means: with sincerity. The other forms show an end point, a range or a start.
