This shows a worry or danger that something bad may happen. It is common in weather forecasts, news and warning signs. It is not used for good things. With a noun, add の, as in 大雨のおそれがある.

It cannot be used for good things, as in 晴れるおそれがある. In conversation, かもしれない is more common.
