Explanation
〜たことがあります talks about experience: something you have done at least once in your life. The point is whether you have the experience, not when it happened. For no experience, say 〜たことがありません. It is often used with 一度 (once), 何度も (many times), まだ (not yet) or 一度も (not even once). Ask with 〜たことがありますか and answer はい、あります or いいえ、ありません.

B: はい、一度 あります。A: Have you ever eaten sushi? B: Yes, I have, once.
私は まだ 新幹線に 乗った ことが ありません。

Notes
The verb before こと must be in the た-form. This pattern is not used for the very recent past (昨日, 先週) or for ordinary everyday actions; for those, simply use 〜ました: 昨日 すしを 食べました (I ate sushi yesterday).
