Explanation
There are two uses. (1) X であれ Y であれ: whether it is X or Y, what follows stays the same. (2) With question words, as in どんなNであれ or 誰であれ: "no matter what or who." The second half is usually a judgment, often with べきだ or なければならない. It is formal; in speech, 〜でも〜でも or 〜にしろ〜にしろ are common.

Notes
なり〜なり asks someone to choose one option, while であれ〜であれ means the result is the same either way.
