There is / there are; to have
These sentences say that something or someone exists. Use あります for things and plants (which do not move by themselves) and います for people and animals. The thing that exists is marked with が. The same pattern also means "have": 私は 車が あります (I have a car), 妹が います (I have a younger sister). あります is also used for time and events: 時間が あります, テストが あります. The negatives are ありません and いません.
私は 車が あります。
I have a car.
私は 妹が います。弟は いません。
I have a younger sister. I don't have a younger brother.
There is ~ in / at ~ (existence in a place)
場所 に N が あります/います tells what or who is in a place. The place of existence is marked with に. Use あります for things and います for people and animals. To say where a known thing or person is, use N は 場所 に あります/います. You can give the place more exactly with position words: N の 上 (on), 下 (under), 中 (in), 前 (in front of), 後ろ (behind), となり (next to), 近く (near).
机の 上に 辞書が あります。
There is a dictionary on the desk.
いすの 下に ねこが います。
There is a cat under the chair.
これは 私の 部屋です。部屋に 机と いすが あります。This is my room. There is a desk and a chair in the room.
机の 上に 時計が あります。机の 下に かばんが あります。There is a clock on the desk. There is a bag under the desk.
いつも かばんの 中に 本と ノートが あります。There are always books and notebooks in the bag.
部屋に 猫も います。名前は ミケです。There is also a cat in the room. Her name is Mike (ミケ).
ミケは いつも いすの 下に います。Mike is always under the chair.
でも、今日は いすの 下に いません。……あ、かばんの 中に いました!But today she isn't under the chair. ...Oh, she was in the bag!
