While doing ~; although ~ (formal)
つつ has two uses. First, like ながら, it shows one person doing two actions at the same time. Second, it means "although": you know or think something, but do something different. This second use often appears with verbs like 分かる, 思う and 知る, and often takes the form つつも. Both uses sound more formal and written than ながら.
窓の外の景色を 楽しみつつ、電車の旅を続けた。
I continued my train trip, enjoying the scenery outside the window.
会議では、社員の意見を 聞きつつ、新しい計画を決めていきたい。
At the meeting, I want to decide on the new plan while listening to the staff's opinions.
Be in the process of ~ (gradual change)
This shows that a change is happening gradually right now. It is used with verbs of change, such as 増える, 減る, 変わる, 近づく, 回復する and 完成する. It is not used with action verbs like 食べる or 読む; use ている for those. It often appears in news and written explanations.
この町の人口は少しずつ 増えつつある。
The population of this town is gradually increasing.
台風が日本に 近づきつつあります。

満員電車での通勤がなくなり、朝の時間に余裕ができたという声は多い。Many people say that without the commute on packed trains, they have more time to spare in the morning.
会社にとっても、交通費やオフィスの費用を減らせるという効果がある。For companies, too, it has the effect of reducing transportation and office costs.
しかし、在宅勤務のよさを認めつつも、新しい課題を感じている人も少なくない。However, quite a few people, while recognizing the good points of working from home, also feel it has created new problems.
その一つが運動不足だ。家で働くと、一日に歩く距離が、通勤していたころの半分以下になる傾向があるという。One of them is lack of exercise. When people work at home, the distance they walk in a day tends to fall to less than half of what it was when they commuted.
そこで、ある会社では「朝の散歩」という制度を導入した。仕事を始める前に、家の近くを十五分歩くのだ。So one company introduced a system called the "morning walk." Before starting work, employees walk around their neighborhood for fifteen minutes.
社員の一人は「コーヒーを飲みつつ公園を歩くと、頭がすっきりする」と話す。One employee says, "Walking through the park while drinking coffee clears my head."
面白いのは、この散歩に参加している人の多くが、「結局、毎朝駅まで歩いていたころと同じ生活に戻った」と笑っていることだ。What's funny is that many of the people taking part in these walks laugh and say, "In the end, we're back to the same life as when we walked to the station every morning."
