Can / could possibly ~; cannot possibly ~
〜得る means "it is possible to ~" or "~ could happen"; 〜得ない means "it is impossible to ~" or "~ could not happen." It is a somewhat formal way to talk objectively about whether something can happen or be true, as in 起こり得る, 考え得る and あり得ない. The positive 得る is read うる or える, but the negative is only えない and the past only えた. In speech, ありえない also means "unbelievable."
気をつけていても、誰にでも間違いは起こり得る。
Even if you're careful, mistakes can happen to anyone.
考え得る方法はすべて試したが、問題は解決しなかった。
We tried every method we could think of, but the problem wasn't solved.
Hard to ~ (emotionally or mentally)
Means "even if one wants to, it is psychologically hard or almost impossible to ~." It is usually used with verbs of perception or feeling, such as 信じがたい, 許しがたい, 理解しがたい, 忘れがたい and 近づきがたい. It is somewhat formal and common in writing. For physical or technical difficulty, use 〜にくい.
あの真面目な彼が会社を急に辞めるなんて、信じがたい話だ。
It's hard to believe that such a serious person would suddenly quit the company.
連絡もしないで約束に一時間も遅れるのは、許しがたい。
Being an hour late for an appointment without even contacting me is hard to forgive.
百年前の人にとって、宇宙へ旅行に行くことは想像しがたい夢だっただろう。For people a hundred years ago, going on a trip to space was probably a dream that was hard to imagine.
当時の科学者の中にも、「人が宇宙へ行くことはあり得ない」と考える人は少なくなかった。Even among scientists of the time, quite a few thought it was impossible for people to go to space.
しかし、技術の発達によって、今では一般の人が宇宙へ行く計画も進んでいる。But thanks to the development of technology, plans for ordinary people to go to space are now moving forward.
電話やテレビのような発明も、もっと昔の人には信じがたいものだったはずだ。Inventions like the telephone and television must also have been hard to believe for people even further back.

ちなみに、百年前のある雑誌は、「未来の人は空を飛ぶ車で会社に通う」と予測していたそうだ。By the way, a magazine from a hundred years ago apparently predicted that "people in the future will commute to work in flying cars."
