Explicación
Shows the source of information, such as the news, a weather forecast or what someone said. The sentence usually ends with a hearsay form such as そうだ, らしい or ということだ. によれば means almost the same. It is not used to give your own opinion.

天気予報 によると、明日は雪が降るそうです。
According to the weather forecast, it will snow tomorrow.
田中さんの話 によると、駅前に新しいパン屋ができたらしいです。
According to Mr. Tanaka, a new bakery has opened in front of the station.
会社のお知らせ によると、来月から会議はオンラインになるということです。
According to the company notice, meetings will be held online from next month.
この調査 によれば、朝ご飯を食べない学生が増えているそうです。
According to this survey, the number of students who skip breakfast is increasing.
Notas
Do not say 私の考えによると for your own opinion. Also, do not confuse it with によって, which shows means or cause.
