Explicación
Means "because of the special circumstance ~," and describes the natural result or scene that follows from it. It is common in news and reports to objectively explain a situation, as in "since it's a long weekend, the roads are crowded." It is not followed by the speaker's intention, an order, or a request.

連休とあって、駅はどこも旅行客で混んでいる。
Since it's a long weekend, every station is crowded with travelers.
人気の作家が来るとあって、会場には朝から長い列ができた。
Because a popular writer was coming, a long line formed at the venue from the morning.

Notas
〜とあれば is a hypothetical condition ("if it's for ~, I'll do anything"), while 〜とあって gives an actual special circumstance as the reason. It cannot be followed by 〜しよう or 〜てください.
