Explicación
Used when an emotion such as anger, surprise, sympathy or tears wells up in response to something and the speaker cannot hold it back. It literally means "cannot forbid (the feeling)". It is a formal, written expression, preceded by a noun of emotion, and usually describes the speaker's own feelings.

I cannot help being amazed by the story of a woman who graduated from university in her seventies.

Notas
Use a noun of emotion, not an action (笑いを禁じ得ない, not 笑うことを禁じ得ない). In speech, 〜ずにはいられない is a close everyday equivalent.
