Sometimes ~ / there are times when ~
This means "it sometimes happens that ~" (not always, but now and then). It is used for habits and things that happen occasionally, often with 時々 or たまに. It follows the dictionary form or the ない form of a verb, and also adjectives. Be careful: with the た form, 〜たことがある means past experience ("have done ~"), which is a different pattern.
忙しい朝は、朝ごはんを 食べないことがある。
On busy mornings, I sometimes skip breakfast.
時々、会社まで自転車で 行くことがあります。
I sometimes go to the office by bicycle.
There is no need to ~ / ~ never happens
There are two uses. (1) "There is no need to ~": used to reassure or advise someone, often with そんなに or わざわざ. (2) The negative of 〜ことがある: "~ does not happen / never ~." The context tells you which meaning is meant.
