On top of ~; besides ~; in addition to ~
It adds a second point that goes in the same direction as the first: good plus good, or bad plus bad (cheap and also tasty; got lost and also got rained on). に can be dropped: 〜上、〜. It is similar to ばかりか, but 上に simply adds two points; the second does not need to be more surprising.
この店のパンは安い上に、とてもおいしい。
The bread at this bakery is cheap, and very tasty too.
昨日は道に迷った上に、雨にも降られて大変だった。
Yesterday I got lost, and on top of that I got caught in the rain. It was awful.

There are two uses. (1) Vた形 + 上で or Nの上で means doing the first thing and then, based on it, doing the next (decide after thinking carefully). (2) V辞書形 + 上で means "when doing ~ / in the process of ~", often followed by 大切だ, 必要だ or 問題がある. Nの上で can also mean "in terms of ~".
両親とよく相談した上で、留学することに決めた。
After talking it over carefully with my parents, I decided to study abroad.

物件 is read ぶっけん. When 物 (ぶつ) comes before け, it becomes ぶっ with a small っ. The sentence means: I went to see a new property.
8引っ越した部屋はとてもかいてきだ。
เฉลย: 2 快適
かいてき is written 快適. 敵 and 摘 have the same sound but are different characters, and 決 only looks similar to 快. The sentence means: The room I moved into is very comfortable.
