May / it is okay to do ~ (permission)
〜てもいいです says that doing something is allowed. As a question, 〜てもいいですか asks for permission: "May I ~?" To say yes, answer はい、いいですよ or はい、どうぞ. To say no, people usually soften it with すみません、ちょっと…… rather than a flat refusal. When a rule clearly forbids something, 〜てはいけません is used.
ここで 写真を 撮ってもいいですか。
May I take a photo here?
宿題は えんぴつで 書いてもいいです。
You may write your homework in pencil.
Must not do ~ (prohibition)
〜てはいけません expresses prohibition: "you must not ~." It is common for rules, manners and dangerous things, and is typically said by teachers to students or by parents to children. It can answer a 〜てもいいですか question (いいえ、〜てはいけません), but it sounds strong. When you ask a person directly not to do something, 〜ないでください is softer.
ここで たばこを 吸ってはいけません。
You must not smoke here.
図書館では 大きい 声で 話してはいけません。
You must not talk in a loud voice in the library.
アリすみません。図書館に はじめて 来ました。ここに 座っても いいですか。Excuse me. This is my first time at the library. May I sit here?
佐藤はい、どうぞ。あの パソコンも 使っても いいです。Yes, go ahead. You may also use that computer.
アリありがとうございます。写真を 撮っても いいですか。Thank you. May I take photos?
佐藤いいえ、写真を 撮っては いけません。それから、電話で 話しては いけません。No, you must not take photos. Also, you must not talk on the phone.

"I borrowed two books at the library." 借りる means to borrow. 撮る is for photos, and 座る and 入る do not take を like this.

"May I open the window?" "Yes, you may." After はい, the answer must say it is OK: 開けても いいです. いけません says no, and 開けて います only describes the window now.

電話 is read でんわ (telephone). The first sound is voiced: で. "May I talk on the phone?"
