Explicação
This shows that the speaker strongly believes something is certainly true, even without clear evidence. It is mainly used in speech, and in casual talk it becomes に決まってる. な-adjectives and nouns attach directly without だ, as in 無理に決まっている.

Observações
Do not insert だ, as in 無理だに決まっている. Because it is very strong, きっと〜と思います sounds more polite when giving your opinion to a superior.
