Used as N ならではの N or N ならではだ to describe a special quality that only that person, place, or group has. It is almost always positive praise and is rarely used for bad features. Compared with らしい, it stresses that nothing else can offer the same thing.
この細やかなサービスは、老舗の旅館ならではだ。
This attentive service is something only a long-established inn can offer.
京都ならではの景色を撮ろうと、朝早くから寺に出かけた。

Not limited to ~; goes beyond ~
Shows that something does not stay within a certain range but spreads further. The wider range usually follows with 〜にも or 〜まで. The form だけにとどまらず is also common. It is typical of news and formal writing.
この町の祭りは、地元の人にとどまらず、海外からの観光客にも人気がある。
This town's festival is popular not only with locals but also with tourists from abroad.
彼女の研究は日本国内にとどまらず、世界でも高く評価されている。
