해설
Means almost the same as について but is more formal. It is common in news, meetings, explanations and business emails. To modify a noun, Nに関するN is the usual form. In casual conversation with friends, について sounds more natural.

주의
In casual talk with friends, に関して sounds stiff. Before a noun, use に関する (or に関しての), not に関して.
