一方で contrasts two sides of one thing, or two different things: A 一方で B means A is true, while on the other hand B is true. It can also start a new sentence: 一方で, ... (On the other hand, ...). It is a slightly formal expression common in news and explanations.

While the number of tourists in this town is rising, the number of residents is falling.
スマホは便利な一方で、使いすぎると目が疲れる。

even if ~
たとえ〜ても means even if ~, the result or the speaker's feeling stays the same. ても alone has the same meaning, but adding たとえ makes it stronger: no matter what. Na-adjectives and nouns take でも. The main clause often shows determination or obligation.
たとえ雨が降っても、試合は行われます。
Even if it rains, the game will be held.
たとえ高くても、本当にほしいものなら買います。
Even if it's expensive, I'll buy it if I really want it.
便利な物が増える一方で、ごみの問題も大きくなっています。While convenient things are increasing, the trash problem is also growing.
