Shows acting or judging in line with a clear standard or basis, such as laws, rules, facts, data, or experience. をもとに means using something as material for a new creation, while に基づいて stresses following the standard closely. So 法律に基づいて is natural, but 法律をもとに is not usually said. In writing, に基づき is used; before a noun, use に基づく or に基づいた.
会社の規則に基づいて、交通費を支払います。
We pay transportation costs in accordance with company rules.
調査の結果に基づき、計画の一部を変更した。
Based on the survey results, we changed part of the plan.
① along ~ ② in line with (a plan, policy, wishes)
There are two uses. ① Place: along something long, such as a river, road, or line (川に沿って). ② Standard: acting in line with a plan, policy, manual, or someone's wishes (方針に沿って, 希望に沿った). Use ② is close to に基づいて, but に沿って suggests keeping to a set course or meeting someone's wishes.
川に沿って、桜の木が並んでいる。
Cherry trees are lined up along the river.
この道に沿って十分ほど歩くと、駅に出ます。
Walk along this road for about ten minutes and you will come out at the station.
課長田中さん、来週から新しいカップの品質チェックをお願いします。今年の会社の方針は「安全が第一」なので、基準に基づいて一つずつ確認してください。Tanaka-san, starting next week, please do the quality checks on the new cups. This year the company's policy is "safety first," so check them one by one based on the standards.
田中はい。どんな手順で進めればいいでしょうか。Yes. What procedure should I follow?
課長この手順書に沿って進めてください。規則で決まっているので、順番は変えないでくださいね。Please proceed according to this manual. It's set by the rules, so please don't change the order.
田中わかりました。まず重さを量って、次にお湯を入れて……あれ?Understood. First I weigh it, then pour in hot water... Huh?
課長何か問題がありますか。Is there a problem?
田中手順書には「お湯は九十度」と書いてありますが、基準の資料には「八十度」とあります。どちらに従えばいいでしょうか。The manual says "hot water at 90 degrees," but the standards document says "80 degrees." Which one should I follow?
