Explicación
Shows that something does not stay within a certain range but spreads further. The wider range usually follows with 〜にも or 〜まで. The form だけにとどまらず is also common. It is typical of news and formal writing.

It is close to ばかりか and のみならず, but にとどまらず gives a stronger feeling of something spreading beyond a range.
