This is a polite way to invite someone. It looks like a negative question, but it means 'How about doing it together?' Because it asks the other person's wishes, it sounds soft. To accept, say ええ、いいですね. To decline politely, say すみません、ちょっと….

Use this to suggest doing something together: let's ~. It is also a common reply to an invitation: ええ、〜ましょう. 〜ませんか asks what the other person wants, but 〜ましょう is more direct, as if the plan is already decided. Teachers and meeting leaders use it often.
