คำอธิบาย
It means the difference does not matter; everything is treated the same. It follows nouns that contain differences, such as age, gender, nationality, experience, day or night and season, or paired words like 男女 or 国内外. It is formal and common in job ads and notices. At the end of a sentence, say 経験は問いません.

ข้อควรรู้
It is close to にかかわらず, but を問わず basically attaches to nouns. Verb pairs like 行く行かない are not often used with を問わず.
