Explicación
〜ことができます has two uses. One is a person's ability: 泳ぐことができます (I can swim). The other is that something is possible or allowed in a certain place or situation: この 図書館では 本を 借りることができます (You can borrow books at this library). Add こと to the dictionary form of a verb. Nouns such as 日本語, 料理, スキー and テニス take が directly: N が できます. The negative is 〜ことができません.

Notas
Do not drop こと (✕ 読むができます), and do not attach こと to the ます-form (✕ 読みますことができます). In conversation the shorter potential form (読めます, 泳げます) is more common; 〜ことができます sounds a little formal.
